15 नवंबर 1875 देश के इतिहास के कालेंडर में एक महत्वपूर्ण दिन है। भारत देश अंग्रेज हूकुमत के सिकांजे में जकड़ा, अजादी के लिए छटपटा रहा था। देश की आजादी का विगुंल फुंकने की तैयारी देश के अन्य क्षेत्रों में चल रही थी। एैसे समय में छोटनागापुर की धरती अंग्रेजों shosk -शासकों से मुक्ति के नागाड़ा से डोल रहा था। संताल परगना क्षेत्र में संताल आदिवासियों ने 1700 के दशक से ही अंग्रेज हूकुमत के खिलाफ हूल का बिंगुल फूंक चुके थे। समझौताविहीन और शहादती संर्घष का परच संतालियों ने सिद्धू-कान्हु, तिलका मांझी, फूलो-झानो के नेतृत्व में 30 जून 1856 को भोगनाडीह में हूल का इतिहास रचा। यह समुहिक जनचेतना की हूल था-जो जंगल-जमीन -पानी, ऩदी-पहाड़, गांव समाज बचाने की लड़ाई थी। 30 जून को 10,000 के लगभग संताल आदिवासीयों को अंग्रेज सैनिकों ने गोलियों से भून दिया था। इसके बाद आदिवासी आंदोलनों ने इतिहास दर इतिहास रचा। 1800 के दषक में आदिवासी हो समाज ने सिंदराय-बिंदराय के अगुवाई में अंगें्रजो के खिलाफ भोगनाडीह इलाके में जले मषाल को छोटानागपुर के हो-मुंडा इलाकों में फैलाते गये। इसी बीच मुंडा इलाके में वर्तमान खूंटी जिला के मुरूह ूप्रखंड के उलिहातु गांव में 15 नवंबर 1875 को सुगना मुंडा के घर बिरसा का जन्म हुआ। शारीर और चेतना के साथ बिरसा का विकास होता गया। अंग्रेजों का जूुल्म-जंगल-जमीन, नदी-पहाड़, गांव पर अग्रेंजों और जमींदारों द्वारा जबरजस्त कब्जा से पूरा आदिवासी इलाका रक्तरंजित हो गया था। युवा बिरसा आंदोलनरत मुंडा समुदाय का झंण्डा थाम लिया। बिरसा मुंडा के नेतृत्व पूरा मुंडा इलाका उलगुलान के नागाड़ा से डोल रहा था। तब तक बिरसा मुंडा लड़ते रहे जब तक अंग्रेज सैनिकों ने बिरसा को पकड़ कर जेल में बंद नहीं किया। आज हमें अपना इस महान इतिहास को आगे ले जाने की जरूरत है। आदिवासी मूलवासी अस्तित्व रक्षा मंच ने तय किया की-हम सिर्फ विस्थापन के खिलाफ संघर्ष नहीं कर रहे हैं-बल्कि हमारी लड़ाई-हमारा इतिहास, भाषा-संस्कृति बचाने की लड़ाई है। इसी निर्णय के साथ मंच 2010 से ही बिरसा जयंती मनाने का निर्णय लिया और लगातार मानते जो रहा है।

FOR THE moment, we at TEHELKA are inhabiting the afterglow of THiNK 2011 — a festival of ideas TEHELKA hosted in collaboration with Newsweek (USA) in Goa over 4-6 November.

To merely say THiNK 2011 was a success would be to undermine the heartfelt response that has flowed in from those who were there. There was praise of course: almost everyone who attended said they had never been to an event like this one. But there was something larger that both hosts and audiences felt, something that was beyond our control as the event’s architects. Some who were there called it “magic” — that unknowable X-factor that breathes special life into things. But perhaps, in this case, the X-factor had a name: it was the power of thought and the sheer electric circle of engagement shared thinking can create.

For three days, from 9 am to 6.30 pm, not one chair sat empty. As idea after idea hurtled onto stage, speakers and listeners of every hue — students, scientists, corporates, tribal activists, inventors, artistes, movers and shakers, people from Goa and people from across the world — sat bound together in a sort of livewire trance: responsive, keen, feeding off each other’s energies, building something memorable.

If THiNK 2011 had one resounding message — it was to affirm that there is nothing more rejuvenating and noble in the human enterprise than the idea of thought, articulated with nuance and complexity. And if the event had one success, it was to accord that idea the excitement and centrality it deserves; to acknowledge that nuanced thought is — and must be — the key driving force in every society.

TEHELKA’S SPECIAL issue this week is meant to share some of the excitement of THiNK 2011 with readers who were not in Goa. Unfortunately, try as we might, this can only be a fraction of the lived experience. The written word cannot recall the balm of pianist Anil Srinivasan’s keys, braiding the idea of music and thought over three days; the ache of Israeli singers Noa and Mira Awad singing Ave Maria; the energy of Kailash Kher and Remo; the Sufi high of Sain Zahoor or the comic challenge of Papa CJ and the theatre troupe Menagerie. Nor can we evoke the acetylene energy of listening to 66 speakers in quick succession or the colours and textures of the nine artists who painted live at the venue.

But there are other distillates that can be shared. When we first started inviting speakers to THiNK, we followed no particular pattern: we only knew we wanted to spark new ideas through an eclectic mix of real-life players in the thick of contemporary events at one end of the spectrum and, at the other, get pure frontier thinkers, people shaping the future to come.

Yet curiously, three days of talking by extremely disparate speakers yielded some fascinating patterns.

The first lesson THiNK 2011 threw up is that thought has no eminent domain. As RTI activist Aruna Roy said, “You do not have to be educated to be able to think. The illiterate can also be very wise.”

Both she and tribal activist Dayamani Barla — daughter of a dispossessed farmer from Jharkhand — exhorted the powerful to listen to the poor and dispossessed, to understand why their inviolable relationship with Nature was not just a plea to safeguard their own livelihood but for the world itself.

Roy and Barla got a standing ovation, and, fascinatingly, their message reverberated through the days ahead. Speaker after speaker reiterated the same thing: Stuart Hart, one of the founding fathers of the ‘base of the pyramid’ economic theory, urged corporations to include the “voice of the planet” into their business practice and revise their idea of shareholders to include the urban and rural poor because their “competitive imagination” would drive new innovation and help create a ‘new capitalism’.

Pavan Sukhdev, former banker and head of several UN initiatives on green economy, also urged the world to put a value to Nature. “We cannot use Nature as free,” he said. The financial meltdown in the US and Europe had cost $2 trillion and their rescue packages made world headlines; yet each year the world was losing $4.5 trillion through deforestation and no one was taking notice.

Essar head Prashant Ruia acknowledged the inevitability of this clamour for change. “We need to get used to a new way of doing business,” he said. “One where we need to take into account not just profit, but also how our investments affect the environment, how they affect the people displaced.”

In fact, immense and imminent change was the leitmotif at THiNK 2011: every speaker pointed to a sense that the human race was poised at a momentous threshold. The Great Disruption, to quote Thomas Friedman, when Mother Nature and Father Greed hit the wall at the same time was here. The underlying question every speaker was inadvertently answering was: where do we go from here?

PART OF the excitement of THiNK 2011 was its kaleidoscopic concerns: science-investor Justin Hall-Tipping demonstrated how energy might soon be free; Carl Dietrich presented the flying car; astronomer Mike Brown upturned the idea of our solar system; and biophysicist Gregory Stock offered a sneak preview of life ahead when parents will be able to design their babies at birth, picking their gender, colour, IQ levels, beauty prowess and values — challenging the very notion of life, god and the universe itself.

Other speakers from Israel, Afghanistan, Pakistan, China, Bangladesh and India — writers, artists, architects, politicians and political thinkers — grappled with the nature of contemporary realities: hate, prejudice, nationhood, terrorism and the power of forgiveness and moderation.

But ultimately what triumphed was the transformative power of sensitive conversation. In its long and tumultuous journey, TEHELKA has always firmly believed in the possibility of building bridges — of talking not merely to the converted but bringing different, often violently different points of view, into a sane circle of reason and nuanced dialogue.

In the past, we have brought together grassroots leaders, corporates and politicians on the same forum; this time too, we strove to bring disparate worlds within hearing distance of each other. The greatest challenge of journalism is not just to expose but to open windows in the silos we inhabit.

One of life’s greatest deficiencies is that we are all born into a dominant idea of the norm. From the moment of our birth, we are taught to toe the line — to mimic, to do as others do, to understand and abide by the shape of reality as we inherit it. We are told this reality is cast in stone. It is the formidable cage in which we are reared and must live.

There is only one worthy opponent reality has: the power of thought. The shape of reality is constantly changed and bent by those who dare to question the norm. And the greatest gift thinking gives us is the knowledge that nothing is inevitable.

So can corporations ever have a change of heart? Can big money ever reinvent itself? Can democracy deepen? Can wars be averted by talking?

We will never have those answers until we start talking and questioning and listening. At THiNK 2011, five speakers got the most resounding applause: two tribals from Jharkhand and Chhattisgarh, two women from Afghanistan and Pakistan, and one reformed jihadi from the UK. And at the end of the event, a mining CEO’s wife asked to meet the tribal woman who had sworn to resist mining companies till her dying breath. “I want to talk to her more and understand what’s happening on the ground,” she said.

If there was an X-factor at play at THiNK 2011, this heightened desire to understand and listen surely had something to do with it.

URBAN INDIANS are not even trying to understand what the tribals are going through. These days, all major steel companies are eyeing our land and natural resources. All they want is cheap raw materials, cheap labour and huge profits. They dig our mountains, suck minerals from our soil, draw water from our rivers, use tribals as cheap labour and then make huge profits. In the past 10 years, the Jharkhand government has signed 104 MOUs with corporate giants. Out of these 104 firms, 98 are into steel production. If the companies have their way, natives, farmers and tribals will end up losing every inch of their land.

This so-called development has caused huge displacement of the Adivasis. It has been the biggest curse for over 3 crore indigenous natives and tribals. The dams and mines built by companies like SAIL and UCIL have been displacing thousands of tribals for years now. Only 3-4 percent of those displaced were rehabilitated. What hap pened to the rest? Nobody has a clue. The officials just say they don’t know what happened to them.

The sad story of the Damodar river can be a classic case study to understand the monstrous impact of these steel factories. Damodar used to be the lifeline of Jharkhand. But due to excessive mining and industrialisation, the river water has become immensely polluted. Now it is not even fit for bathing and washing, forget about drinking and field irrigation. All the tributaries of the river are also going through the same fate. Ranchi, which once used to enjoy beautiful weather, now boils at around 52 degree C every summer. The farmers are left to face severe droughts every year. All the water resources have reached high toxic levels and forests are shrinking due to excessive deforestation.

We are not anti-development, we are just demanding sustainable development. Development of our land on our terms. The government says that it will rehabilitate the villages and give us good compensation. But we say you can neither rehabilitate our history, our identity, our rivers, our mountains nor can you compensate the loss of our environment with your money. We are saying this development should include development of our culture, language, history, identity, rivers, mountains and the development of our people. We want development of our indigenous people living in their native lands.

विश्व में आदिवासियों का पहचान-जल-जंगल-जमीन-पर्यावरण के साथ इनका जीवंत संबंध में है। जंगल, जमीन, नदी-पहाड़, झरना, माटी आदिवासी समाज के लिए -संपति नहीं-बल्कि धरोहर है। विश्व का इतिहास गवाह है-जब तक आदिवासी-जल-जंगल-जमीन के साथ जुड़ा हुआ है-वह आदिवासी है। इसे अलग होकर आदिवासी समाज की कल्पना नहीं की जा सकती है-ना ही जल-जंगल-जमीन और पर्यावरण की ही कल्पना की जा सकती है। प्रकृति और आदिवासी समाज एक दूसरे के ताना-बाना हैं। हमारी भाषा-संस्कृति, नदियों में बहता पानी, आकाश में मंडरते बादल, प्रकृति की गोद में उगे -घांस, फूस, फूल-पता, और आकाश में उड़ते चिडियों की चहक के साथ ही फूल-फल और विकसित हो सकता है। विश्व का सभ्यता और संस्कृतिक विकास का इतिहास गवाह है-देश के जिस भी हिस्से में आदिवासी बसे -घने जंगज-झाड़ का सांप, बिच्छु,, बाघ-भालू से लड़कर आबाद किये। रहने लायक गांव बसाये, खेती-किसानी को आगे बढ़ाये। 6 माह खेतों में अन्न पैदा करके खुद भी खाते हैं और दूसरों को भी खिलाते हैं। 6 माह प्रकृति खुद इसे स्वंय-वनोपज से खिलाती है। दोनों के बीच माॅ और बेटा का रिस्ता है। यह दशकों से हमें पुस्त दर पुस्त हमें जीवन देता आया है और आगे भी देता रहेगा।
यही कारण है कि देश के किसी भी हिस्से में इनके हाथ से जंगल-जमीन छिनने की कोशीश की गयी-आदिवासियों ने हमेशा विद्रोह किया। आज भी यह जारी है। आदिवासियों के संघर्ष को को झारखंड से लेकर विश्व स्तर में देखे- इसके पीछे जल-जंगल-जमीन समुदाय के हाथ से छिनना-कब्जा करना, ही रहा है। जब अंग्रेज अमेरिका में आदिवासियों के हाथ से जंगल-जमीन छीन कर , उस पर कब्जा कर रहे थे. आदिवासियों से बोल रहे थे- उन्होंने आदिवासी नेता- lard shiyatel se bole..tumhara jangal-jamin ke badle ham tum ko paisa denge...ise tum chhod do.tab lard shiyatel ne angrejon se kaha tha- था-हम अपनी man का सौदा कैसे बेच सकते हैं, हम sudh हवा, पानी, सूरज की रोshनी, समुद्र के लहरों को कैसे, jangal ki hariyali ko kaise बेच सकते हैं। यह कतई संभव नहीं है।
आज wishw के पूंजिपति हमारा पानी, जंगल, गांव, झारना, खेत-खलिहान, नदियों से मुनाफा कमाने के लिए आंखे गड़ाये हुए हैं। सभी अपना पूंजि हमारे धरोहर का दोहन करने के लिए निवेsh करने की होड़ में हैं। राज्य गठन के दस सालों में राज्य और केंन्द्र सरकार ने 104 से अधिक कंपनियों के साथ एमओयू साईन किया है। प्रत्येक कंपनी को अपना उद्योग चलाने के लिए-कारखाना के लिए जमीन, पावर प्लांट के लिए जीम, अयरन ओर माइंस, कोल मांइस, पानी के लिए डैम, taunship , बाजार, आवागमन-रेल सेवा, संड़क सेवा आदि के लिए जमीन चाहिए। इस तरह से प्रत्येक कंपनी को विभिन्न स्ट्राकचर-बुनीयादी व्यवस्थाओं के लिए विभिन्न इलाकों में 50-60 हजार हेक्टेयर जमीन चाहिए। यदि 104 कंपनियों को जमीन उपलब्ध कराया जाए-तो झारखंड के किसानों, आदिवासियों, मूलवासियों के हाथ एक इंच भी जमीन-जंगल नहीं बच पाएगा। तब सवाल है-आखिर विकास किसका?

आजादी के बाद आज तक सिर्फ झारखंड में विभिन्न विकास योजनाओं से 2 करोड़ से अधिक आदिवासी, मूलवासी, किसाने, मच्छुवारे अपने धरोहर से विस्थापित हो चुके हैं। 1956 में रांची जिला में एचईसी से 30 गांव के 32 हजार लोग विस्थापत हुए। 1957 -58 में बोकारो स्टील प्लांट से 40 हजार लोग विस्थापित हुए। 1956 में बोकारो के तेनुघाट डैम से 84 गांवों के लोग विस्थापित किये गये। 1986 में चांडिल डैम से 86 मौजा-गांवो के 75 हजार लोग विस्थापित हुए । jamshedpur स्थित यूसीआईएल कंपनी से राखा मांइस, बदुहुरांग मांइस, तुराडीह माइंस से लाखों आबादी उजड़ गयी। टाटा कंपनी से लाखों उजड़ें। इसी तरह कोल माइंस-की दर्जनों इकाईयों के सौंकड़ो कोयला खदानों से लाखों परिवार उजड़े और उजड़ते जा रहे हैं। इन 2 करोड़ विस्थापितों में से mushkil से 4-5 pratishat को किसी तरह से पूनर्वासित किया गया है। बाकी कहां किस हाल में हैं, जिंदा हैं यह नहीं। इसकी जानकारी ना तो सरकारी अधिकारियों के पास है, ना राजनेताओं या मत्री-विधायकों के पास। सरकार इसके पुनार्वास की बात भी नहीं करना चाहती। यही स्थिति पूरे देsh की है। अभी जो भूमि अधिग्रहण, पुर्नावासन और पुर्नाअस्थापन बिल 2011 आ रही है-इसमें पूर्व में हुए विस्थापितों के बारे एक shब्द भी नहीं कहा गया है। विस्थापितों को इस बिल में कहीं जगह नहीं दिया गया। यह नीति पूरी तरह से जनविरोधी है। यह सिर्फ किसानों को लुभाने और उनसे जमीन छीनने का एक मात्र हथियार है।

किसी मुआवजा से भरा नहीं जा सकता-ना ही पूनार्वासित और पूनर्वाअस्थपन भी संभव नहीं है---
आज पूरे राज्य में आदिवासी, मुलवासी , किसान अपना गांव, नदी-पहाड़, जंगल, जमीन, खेत-खलिहान बचाने के लिए संघर्षरत हैं। सरकार कहती है-पूनर्वास करनेगें, अच्छा मुआवजा देगें-लेकिन हमारा भाषा-संस्कृति, इतिहास-पहचान, पर्यावरण, shudh हवा, shudh पानी-नदी, झरना, अखड़ा, सरना-ससन दिरी को किसी तरह पूनर्वासित नहीं किया जा सकता है, ना ही किसी मुआवजा से भरा जा सकता है। हम विकास विरोधी नहीं हैं-हमें विकास चाहिए-हमारा भाषा-सस्कृति, इतिहास-पहचान, जंगल-जमीन, नदी-झरनों के साथ हम विकसित होना चाहते हैं। कृर्षि का विकास, पर्यावरण का विकास, सामाजिक मूल्यों का विकास, मानवीय मूल्यों का विकास ही देsh को स्थायी विकास का मोडल दे सकता है।

सरकार देsh में भूमिं अधिग्रहण, पूर्नावासन और पूनास्थपना नीति 2011 ला रही हैं-यह देsh के आदिवासी, मूलवासी, किसान, मजदूर, mehnatkashon के लिए एक मीठा जहर है। इस समुदाय को अहिस्ते अहिस्ते जड़ से खत्म करने की साजिsh है। यही कारण है-हमारे देsh की कल्याणकारी सरकार अब अपने नागरिकों के कल्याण तो दूर लेकिन इनके प्रति अपनी उत्तरदायित्व की भूमिका भी खत्म करना चाहती है। यह सरकार द्वारा लायी जा रही- भूमिं अधिग्रहण, पूर्नावासन और पूनास्थपना नीति गवाह है। इसमें कहा गया है-अब कारेपोरेट घराने सीधे किसानों से जहां कहीं भी जमीन खरीदना चाहें-सीधे रेयातों से 100 प्रतिshat जमीन खरीद सकते हैं। इसमें सरकार पूर्ण सहयोग करेगी। इसी कानून में कहा गया है-जहां कारपोरेट घराने 100 प्रतिshat जमीन रखीदेगें-वहां पूनर्वासन और पूनर्वास्थापन नीति लागू नहीं होगा।

देsh के हर राज्यों में दर्जनों स्पेshal एकाॅनामिक जोन बनाने का प्रयास सरकारkar रही है। इसके विरोध में देsh की जनता आवाज बुलंद किये हुए है। यह योजना सिर्फ औद्योगिक घरोनों को विकासित करने के लिए है। देsh के किसान, आदिवासी, मूलवासी, मच्छुवारे, मेहनतकsh इसका कड़ा विरोध करती है। सरकारी और उद्योग घराने कहते हैं-जमीन देने वाले हर विस्थापत परिवार से एक को नौकरी दिया जाएगा। हम प्रकृति के साथ जीने वाले कोई भी बेराजगार नहीं हैं। कृर्षि प्रधान समाज में छोटा बच्चा से लेकर 80 साल के बुर्जों का भी परिवार में और समाज में मुख्य भूमिंका होती है। प्रकृति हमें पीढ़ी दर पीढ़ी खिलाते आ रही है, पूरा समाज को, और तब तक हमारी अगली पीढ़ी भी इसी के साथ जीता रहेगा-जब तक वो प्रकृति के साथ है। तब सरकार या कंपनियों द्वारा एक नौकरी देने की बात हस्यस्पद ही होगा। ,

आज पूर देsh में कारपोरेट घरानो कों आदिवासी, मूलवासी, किसानों से साम, दाम, दंण्ड़, भेद अपना कर जंगल-जमीन-पानी पर कब्जा जमाने के छुट दे दी है। 14 मई 2010 को अंध्रपेदेsh के shrikakulam में नागारजुन कंपनी के गुड़ों द्वारा अपने विरासत की रक्षा का आवाज बुलंद करने वालों पर लाठी और गोलियां चलायी गयी। जिसमें तीन किसान मारे गये। झारंखड के दुमका जिला के अमरापड़ा में आरपीजी ग्रूप के लिए जमीन अधिग्रहण करने के लिए जनआंदोलन को दबाने की कोshish में 6 दिसंबर 2008 को आंदीलनकारियों पर गोलियां चलायी गयी। जिसमें अब तब तीन लोग मरे गये हैं। दो लोग अपंग की जिंदगी जी रहे हैं। देsh भर में आदिवासी किसानों के आंदोलनों को बंदूक की गोलियों से दबाने का काम किया जा रहा है।

झारखंड में -सरांडा जंगल में ग्रीण हंट का सच- झारखंड का इतिहासिक जंगल, जो साल के पेड़ो से पटा हुआ है। इस इलाके में 34 आदिवासी गांव हैं। सरकार इसी क्षेत्र में जिंदल स्टील, टाटा स्टील, एस्सार इस्पात, मित्तल कंपनी को अयरान ओर माइंस के लिए जमीन देने की योजना बनायी है। इसके लिए सरकार पहले गांव को खाली कराना चाहती है। इसी योजना के तहत-वहां उग्रवादियों के खत्म करने के नाम पर bishesh अभियान चला रही है। दुखत बात है-सरकार द्वारा भेजी गयी-सैनिक बल भाले-भाले आदिवासियों को उग्रवादियों के संबंध रखने के नाम पर प्रताडित कर रही हैं। अभियान में लगी सीआरपी निर्दोषों को मार कर फरजी मुकाबला में मौत करार रही है। जब कि राज्य के आईजी की रिर्पोट ने स्वकारा है कि-मंगल होन हागा और सोमा मुंडा को पुलिस ने जान बुझ कर मारा है। इस तरह के कई घटनाऐ ग्रीणहंट के नाम पर हो रही हैं।

graminon को 100 दिन रोजगार उपलब्ध कराने के नाम से 2006 से देsh में मनरेगा योजना चलायी जा रही है। इसका 95 योजना भ्रष्टाचार का बलि चढ़ चुका है। सिंचाई के नाम पर तलाब, कुंआ योजना 98 pratishat विफल है। किसान जहां खेती करते थे-वो जमीन आज न तो खेती करने लायक रहे गया, ना ही वहां, कुंआ और तालाब ही बना। प्रखंड कार्यालय से लेकर, जिला के आला-अधिकारियों, नेता-मंत्री इस लूट में shamil हैं। ग्रामीणों ने जो काम मनरेगा योजना में 2008, 9, 10 में किये हैं-आत तक भुगतान नहीं किया गया। मनरेगा योजना भ्रष्टाचार का घर बन गया है। मैंने गुमला जिला, रांची जिला, सिमडेगा जिला के कई प्रखंड का जमीनी अध्ययन किया है। कागजों में रोड़, कुंआ, तलाब तैयार हो गये हैं-जमीन में ये लपता है।

वनअधिकार कानून 2006-आदिवासियों के लिए सिर्फ हांथी के दांत ही साबित हुए। कानून बनने 6 साल हो गये। आज तक ग्रामीण इलाकों के किसान, आदिवासियों को इसकी सही जानकारी नहीं। जहां जानकारी है-किसान 4 एकड़ जंगल पर दावा पत्र भर रहा है, जो इनके जोत में, दshकों से इनके जोत-कोड़ में है, उसे आंचल कार्यालय और वन विभाग मात्र 2 डिसमिल जंगल का पटा दे रहे हैं। अधिकारी तर्क दे रहे हैं-कि बाकी जमीन सरकारी है। मैंने इस संबंध में गुमला जिला के बसिया और कमडारा प्रखंड, खूंटी जिला के कर्रा, रनिया और तोरपा प्रखंड अध्ययन किया है।
यह कानून 5वीं अनुसूचि क्षेत्र के ग्राम सभाओं को मिले परंपारिक जगल अधिकार को पूरी तरह से खारिज कर रहा है।

झारखंड में आदिवासियों के जल-जंगल-जमीन संबंधित वि’ोष कानून हैं छोटानागपुर kastkari आधिनियम 1908 और संताल परगाना का’ताकरी अधिनियम । इन दोनों कानून को खारिज करते हुए सरकार आदिवासियो के जमीन, जंगल को पूंजिपतियों को देने के लिए एमओयू कर रही है। जिन इलाके के आदिवासियों के जमीन -जंगल-पानी को अध्रिहण के लिए एमओयू के पहले जमीन मालिकों से न तो सहमति ली जा रही है, ना ही इन्हें बाताया जाता है। एमओयू के बाद उद्वोगपति सीधे गांव को साम-दाम-दंड भेद अपना कर खाली करवा रही हैं। यह कारईवई सिर्फ अलोकतंत्रिक ही नहीं -बल्कि भारतीय लोकतंत्र की हत्या ही मानी जाएगी।

नीजि कंपनियां, ठेकेदार, दलाल, माफिया, और अपराधिक राजनीतिक गांठजोड़ तंत्रों का राज --झारखंड के बोकारो जिला में एलेक्टो्र स्टील ने 2005 में किसानों से जमीन सीधे कंपनी ने माफिया, ठेकेदार और दलालों का लगाकर -साम, दाम, दंड भेद की नीति अपनाकर जमीन खरीदे। किसानों को कहा गया-नौकरी देगें, मुआवजा देगें, जमीन का कीमत भी देगें। जमीन स्टील प्लांट और कोयला खदान के लिये खरीदा। कोयला स्टील प्लांट चलाने के लिए दिया गया था। चैंकाने वाली बात तो यह है-2007 से ही कंपनी कोयला निकालकर बेच रही है। जबकि स्टील प्लांट अभी बनने के क्रम में है। उत्पादन suru करने में अभी और एक -दो साल लगेगा। दोनों जगह जमीन मालिकों को छला गया। कैड़ी के भाव जमीन हड़प लिया दलालों ने और कंपनी को भारी कीमत लेकर सौप दिये। आज जमीन मालिक के हाथ में ना तो नौकरी है, ना जमीन का पैसा, न ही मुआवजा ही।
कारपोरेट लूट-खनिज संसाधनों को बढ़ावा-राज्य और केंन्द्र सरकार ने पूंजीपितयों को प्रकृतिक संसाधनों की लूटने की छूट दे रखे हैं। सरकार प्रतिदिन किसी न किसी औधोगिक घराने के साथ एमओयू कर रही है। सर्वविदित है कि हर एमओयू-के पीछे करोड़ों पीसी का डिलिंग है। माइंस के कारण पूरा धरती खोखला किया जा रहा है। जल-जंगल-जमीन पर पूरी तरह पूंजिपतियों का कब्जा हो रहा है। एक ओर- भारत सहित wishw के औधीगिक घरानों की अमीरी गिनाई जाती है। कि कौन कितना आरब डाॅलर का मालिक है। किसी का अमीर होना बुरा नहीं है-

लेकिन जिनका खेत-खलिहान, गांव-संसार उजाड़ कर उद्योग- व्यवसाय चला रहे हैं-वो क्यों भूखे मर रहा है, वो क्यों बेघर है ? उनके बच्चे क्यों asikchhit हैं? वो क्यों बेरोजगार हैं? इलाज के अभाव में बेमौत क्यों मर रहे हैं? वो बंधुवा मजदूर क्यों बनते जा रहे हैं? आज देsh में आदिवासी-मूलवासी किसानों की संख्या क्यों दिन-दिन घटते जा रही है? जबकि दूसरों की आबादी तेजी से बढ़ते जा रही है? वो बुंद बुंद पानी के लिए क्यों तरस रहे हैं? यह देsh के लिए सबसे अहम सवाल है। इन सवालों का जवाब खोजे -बिना औधोगिकीकरण को विकास का मापदंण्ड बताना देsh से इस समुदाय को खत्म करने की साजिsh मात्र है ।

भारतीय संविधान में प्रवधान आदिवासी-मूलवासी-किसानों के लिए भारतीय संविधान में प्रवधान bishesh अधिकार संबंधित कानूनों को खारीज कर पूंजिपतियों को स्थापित करने विकसित करने के लिए सरकार दर्जनों नीतियां बना रहीं हैं-लेकिन राज्य सहित देsh के आदिवासियों, मुलवासियों, किसानों के हक-अधिकारों की रक्षा, इनके जल-जंगल-जमीन-नदी-पहाड़, पर्यारण का संरक्षण-विकसित करने, इनके भाषा-संस्कृति को विकसित करने की कोई नीति बनाना नहीं चाहती है। आखिर क्यों?

झारखं डमें दर्जनों बड़े बड़े डैम बनाये गये। लाखों परिवार विस्थापति हुए। आज इन विस्थापितों को एक बुद पानी नसीब नही हो रहा है। पानी किसानों के खेतों में पहंुचना चाहिए था। लेकिन पहुंच रहा है-कारखाना में, खदानों में, पूजिंपतियों के व्यवसायिक संस्थाओं में। और किसानों के खेत सूख रहे हैं। इस तरह का विकास अब हमें किसी भी कीमत में नहीं चाहिए। जंगल-पर्यावरण -सामुदायिक धरोहर है-समुदाय के जीविका का-आधार है-इसे मुनाफा कमाने वालों के हाथों सौंप कर स्थानीय समुदाय-समाज को कंगाल बना दिया जा रहा है। दूसरी ओर हमें कोमोनिटि राईट का पाठ पढ़ाया जाता है, यह सिर्फ हमारे प्रकृतिक संसाधनों को लूटने का एक मात्र हथकंडा है।

तमाम जिंदा नदियों को मार-मृत दिया जा रहा है। इसका उदाहरण-झारखंड का जीवन रेखा मानी जानी वाली दमोदर नदी है। अत्यधिक औधोगिकीकरण, माइंस, कोल बसरियों के कारण आज दमोदर नदी का पानी न तो किसी इंसान के पीने के लायक है, ना जानवर के, ना ही खेती-किसानी के उपयोग लायक है, ना नहाने-धाने लायक ही रह गया है। दमोदर नदी की तमाम सहायक नदियां भी पूरी तरह प्रदूषि हो गयी हैं। यही नहीं पूरे के सभी जलस्त्रोत सुख गये हैं।

प्रदूषण की मार झेलता-पर्यावरण-जलवायु के नाम पर झारंखड कभी shimla माना जाता था। हर साल गर्मी के दिनों में यहां लाखों लोग यहां के sheetalta का आनंद लेने आते थे। प्रकृतिक संसाधनों के अंधाधुध दोहन, माइंस, औधोगिकीकरण के जंगलों को सफाया, जलस्त्रोंतो के प्रदुषित होने से अब यहां 52 डिग्री selsiyash tapman रहता है। परिणामता-झारखंड ही नहीं देsh को हर वर्ष सुखा का dansh झेलना पड़ रहा है। जंगलों पर प्रतिकूल असर के कारण अब वनोपज दिन-दिन कम होता जा रहा है। पेड़-पौधे मर रहे हैं। फलदार वृक्षों में फूल-फल नहीं लग रहें हैं। लाह आदि मर रहे हैं।

वै’िवक पूंजि और बाजार आधारित विकास ने हमारा इतिहास, भाषा-सस्कृति, इतिहास-पहचान, जंगल-जमीन, कृर्षि, जलस्त्रोत का विनाsh किया है। हमारा परंपारिक जीविका के तमाम आधारों को नष्ट कर हमें बाजार आधारित जिंदगी थमा कर पंगु-लकवा बना दे रहा है। अब हम जीने के लिए पूंजि बाजार के लाभ-हानि के बीच अपनी एक बेला की रोटी जुगाड़ करने के लिए मोटिया मजदूर, सफाई कर्ता, बंधुवा मजदूर बनने का baishakhi थमा दिया जा रहा है।

कल तक हम आदिवासी-मलवासी, किसान पर्यावरण, जंगल, कृर्षि, स्वच्छ जलसंसाधनों, , मानवीय मूल्यों के मालिक थे-बाजार का गुलाम बनाने की koshish की जा रही है। सरकार और कारपोरेट घरानों की-इस विनाshक और गुलामी की नीति को हम किसी भी कीमत में स्वीकार नहीं कर सकते-हम प्रतिबद्व हैं-अपने सामाजिक, मानवीय, पर्यावरणीय, सामुदायिक धरोहर की रक्षा के लिए-लड़ेगे और जीतेगें।

All over the world, the Adivasi/Tribal/Indigenous identity is distinguished with their organic relationship with the surrounding ecology and environment. Forests, land, rivers, hills and waterfalls are integral to their being and not mere possessions and properties in their world view. Their language and culture is enriched with the range of the flow of their rivers, the pace of the clouds floating up their skies, sounds of the birds humming around, and the colors of the flora bestowed upon their land. Their ancestors’ had nursed these habitations in very adverse circumstances over the centuries and have developed a mutually complementary relationship with nature. This mutuality of relationship with surrounding ecology and environment has sustained these communities in all facets of human survival over generations.

This is the reason because of which, where ever in the world and whenever in the history attempts are made to alienate them from their forests and land they have revolted. The same is continuing today. The reasons behind the Adivasi struggles in Jarkhand and the world over are the same – snatching away land and forest from these communities and alienating them from their surroundings. Long back in history when British were occupying America they asked the Adivasi (indigenous) leader Lloyd Seattle to leave their land and forest and in response he retorted that how can we bargain the air we breathe, the water we survive upon, the sunshine we energies our lives with and the waves of our sea. It is impossible.

Ever since independence only in Jharkhand more that 30 million Adivasies, Moolvasies, peasants and fisher folks have been displaced from their habitation and livelihood by various development and infrastructure projects. In Ranchi district during 1956 Heavy Engineering Corporation (HEC) had displaced 32,000 people from 30 villages. In another district Bokaro during 1956 Tenughat Dam had displaced the population of 84 villages while during 1957-58 Bokaro Steel Plant had displaced another 40,000. In Jamshedpur district during 1986 the Chandil Dam had displaced around 75,000 people while Uranium Corporation of India Ltd. (UCIL) run Uranium mines at Rakha, Badhurang and Turadih had uprooted not less than hundred thousand people. The story goes on like this district after district. Similarly the coal mines had also displaced innumerable number of people in the blindfolded onslaught of greed for profit irrespective of plight of millions of Adivasis and Moolvasis along with the toiling masses and peasants. Such developments have also affected the climate in the region adversely and people are forced to negotiate frequent occurrence of droughts and regular decline in yield of critical forest products that were kind of ‘safety nets’ for forest dwellers.

Today the global capital is after our water, waterfalls, rivers, land, forest, villages and postures for making profits. Whole of the ‘corporate’ world is bent upon investing in extracting our heritage. Ever since the province of Jharkhand was created ten years ago, both state and central government put together have signed about 104 Memorandums of Understanding with various Multinational Corporations. 98 entities out of this are ‘Steal’ producers all of whom require land for iron ore mining; setting up power plants; coal mining; dams for water requirements; townships and markets for workforce; roads for transportation of their goods and services. In this way each and every enterprise requires about 50-60 thousand hectare of land. If all these MoUs are implemented how much of water, land and forest will be left for the peasants, adivasis and original inhabitants.

As the result of past experiences and witnessing the ill effects of the ‘development’ so far the whole of Jharkhand is today agitating against the ‘corporate’ land grab and forced displacement. In Eastern Singhbhumi it is against Jindal Steel and Bhushan Steel; in Saraikela Kharsawan it is against ESSAR group; in Dumka it is against RPG Group people are organizing themselves and resisting the powers that be. Similar people’s struggles are going on most of the mining related Greenfield projects.

Acellor Mittal Group had signed a MoU with Jharkhand Government in 2005 for its proposed Steel Plant in Kamdera, Torpa, Kerra, and Rania Blocks of Gumla and Khunti Districts and the company had requisitioned 12,000 Hectare land from the Government. The whole project which includes Steel Plant, Iron Ore Mining, Dam on Karo River for Water and captive Thermal Power Plant will potentially displace couple of Hundred of Thousand families from more than 38 villages. People have organized themselves under the banner of Adivasi Moolvasi Astitva Raksha Manch and launched a non violent and sustained struggle since 2006 against the combined might of corporate giant and the state government blessed by none less than the executive head of Government of India.

In the interim the activists of the Anti Mittal struggle, including myself had received threats to their lives from the agents of the company on several occasions. Such treats that I received on my phone were reported in local police station but no action on the complaints is taken till date. I was asked to stop holding meetings in the villages of the proposed project otherwise not only I will be killed but killed in a manner that people will not be able to recognize my body. I have accepted the challenge and thought if one life of mine can save the lives of thousands of people it will be quite meaning end to my life. The people stand united under the banner of Adivasi Moolvasi Astitva Raksha Manch that had articulated its demands as – “We need Grains not Steel” “Need to develop Soil, Not Factories” “we will neither give lives nor the land”

People have vivid memories of the past where only 5% of the 30 million displaced could get some kind of rehabilitation and about the rest 95% even government does not have any records how many still survived and how many are dead by now. The new proposals on land acquisition and rehabilitation do not even mention about the ‘status’ and/or plight of communities displaced in the past.

Both the government and the other agents of the corporations propagate of employment generation and rosy picture of resettlement & rehabilitation but they fail to see the whole issue from the point of view of an Adivasi and/or Moolvasi. In our world view the employment in employer – employee framework is a non issue and that’s why it fails to attract us. For us it is our harmonious relationship with ‘mother nature’ that nurtures our livelihood and we crave for that. For us the shelter and habitat is not mere concrete walls and roof but we squat and live in being as part of our surrounding ecology and environment. We do not worship in temples or mosques or churches our deities are none other than our ancestor whose remains are buried under the rocks in our own land and that’s where we worship. Any R&R package devoid of these can never attract Adivasis and Moolvasis however glittery it may look in monetary or physical terms. And our intellectuals, planners, administrators and politicians all and alike fail us on this count.

We are not against development as people at the helm of power try to make out. We also want to develop but on our terms and not on terms dedicated to nurturing of ‘corporate’ greed for profit and more profit. We do not want to develop at the cost of our surrounding ecology and environment. We want to develop along with our believes, our languages, our identity and culture, our forests and flora fauna, our land and soil, our rivers and waterfalls and not at the cost of these all. If the Corporate world and the Governments come up with a model of development that stands on these parameters we will be more than willing to consider that. But whatever has happened so far and what is proposed for the near future does not qualify these parameters and hence not acceptable at any cost.

The governments both at center and the provincial level are bent upon adjusting their policies and amending the laws of the land to suit to the ‘corporate greed’ in total disregard to both the plight and the aspirations of its people. The recent attempts by the governments with regards to land acquisition, rehabilitation and resettlement policies and laws are testimony to this fact. The proposals on the table amount to withdrawal of STATE from the business of land acquisition and responsibility and accountability on account of rehabilitation and resettlement of effected communities. The ‘corporations’ are provided a free hand in acquisition of land and provided several ‘escape routes’ from washing their hands off the liability of resettlement.

In its mindless pursuit of growth of amorphous GDP, the Governments are unfolding spurious policies in the name of Export Promotion Zones (EPZ); Special Economic Zones (SEZ); and now Special Manufacturing Zones (SMZ) and allowing Corporate houses to legitimately create their autonomous enclosures beyond the limits of Constitution of India that we the people had solemnly proclaimed on January 26, 1950. The governments of the day are also resorting to the bogy of ‘war on terror’ and using the shield of operations like ‘Green Hunt’ in order to pursue the same agenda. We have witnessed it in the forests of Serenda in Jharkhand where Companies like Jindal, TATA, Mittal and ESSAR are planning to open up Iron Ore Mines in order to consolidate their business in Steal Sector.

As a consequence of this the conflict between the local communities and Global Capital on the issue of access and control over natural resources will further intensify and as the trends show the Governments of the day irrespective of their color and shades will side with the powerful with all means at its disposal and come with a heavy hand on its own subjects. The people’s resolve all over the world to resist attempts of their involuntary displacement on account of corporate greed for profit all over the country appears to be more resolute than ever before in the history. And we pledge to be part of this historic process till our last breath.
